Interesting to see how the Tongan Armed Forces will be present at the next Talisman Saber military exercise in 2023. Samoa is excluded as per usual simply because Samoa has no Armed Forces. Funnily enough, the British had deliberately denied the  Samoans a military branch since the British Empire invaded German Samoa on August 29th, 1914. Samoa has never had a military branch. Some of these people joined the Private Military Companies, like Blackwater ( Academi ). Some of their members were directly linked to the Ukrainian Right Sector and the Azov Battalion in Ukraine. In Australia, some of these likeminded groups, have sympathisers within the Australian Law enforcement and military circles. In the more typical anti authority circles these criminal elements have ideological affinities with White Supremacist narratives, which would include the group Hammerskins, some Motorcycle gangs, etc, most have been infiltrated by local law enforcement and have been reduced significantly within Australia.
