Interesting to see how the Tongan Armed Forces will be present at the next Talisman Saber military exercise in 2023. Samoa is excluded as per usual simply because Samoa has no Armed Forces. Funnily enough, the British had deliberately denied the Samoans a military branch since the British Empire invaded German Samoa on August 29th, 1914. Samoa has never had a military branch. Nor does Samoa every want to. It is percieved as unnecessary. Samoa is twice the population of Tonga and yet Samoa has no military branch. The Tongan Kingdom has a military branch and police force which was deliberate by the British government in the anticipation of the Tongan Kingdom representing the Polynesian race as part of the Polynesian Kingdom, whereas Samoa was meant to be a vassal to Tonga according to the British designs with the Tonga having a Kingdom and Samoa Princedom which has now morphed into a Presidential syle of musical chairs amongst Amalgamated Cheiftains ensuring that Samoa remains a subordinate Nation to the Tongan Kingdom. The problem with this Eurocentric construct, the Samoans were not consulted in their vassal status to the Tongans. Even now the Samoans havent figured it out what the British and the New Zealanders had done to them since the construction of the Samoan Constitution by the New Zealand Government back in 1954, and ratified within the Samoan Parliament in 1962. But, you get that. In the meantime, the Tongan Army are participating in the military exercises representing the Polynesian race from the Pacific region. Again to insult the Samoans by the British Armed Forces and the Anglo American legacy to the Pacific region. Like the Sykes Picot division of the Ottoman Empire after World War One, the Europeans are good at manipulating global regional power centres to promote one group over another. In Samoa versus Tonga, the Brits chose the Tongans to be a Kingdom over Samoa.
